Iran, US step up diplomacy as Qatar mediates Hormuz reopening
Iran and the US are pursuing diplomacy to avert a new war as Qatar mediates and Washington and Israel reportedly prepare for possible renewed strikes, according to Amwaj.media and Antiwar News. Iranian officials were in Doha for a third day of talks with Qatari mediators, while Mohsen Rezaee, secretary of the Supreme National Security Council, said Tehran was still reviewing a US proposal but that “we have no negotiations with you.” Foreign Minister Abbas Araghchi said the Strait of Hormuz could reopen within two days if Iran’s conditions are met, including lifting sanctions imposed after the Islamabad memorandum, reducing US forces in the region and releasing frozen funds.
Qatar sent a senior delegation to Tehran on Oct. 30, and Deputy Foreign Minister Kazem Gharibabadi traveled to Doha the next day and returned late on Nov. 1, a senior Iranian political source told Amwaj.media. Iranian officials were in Doha for a third day of talks with Qatari mediators, Antiwar News reported, as the US and Israel continued preparations for possible renewed attacks. The Qatari mediation is running alongside warnings from Tehran that a new attack would draw a response beyond the region.
In an Oct. 31 state television interview, Rezaee said Washington had submitted three successive proposals, each better than the last, but that the third still contained ambiguities. He confirmed receiving a letter from US Vice President JD Vance and said its tone differed from an earlier letter by President Donald Trump, but that he had not yet responded. Rezaee also said no official decision had been made to change Iran’s nuclear doctrine, despite what he described as growing public demand.
Araghchi told Al-Jazeera on Oct. 31 that the reopening plan involved reciprocal steps: US measures on the first day and the strait reopening to normal traffic on the second, with shipping resuming through new routes agreed with Oman. He said proposals on the nuclear dossier were being reviewed as part of a “second phase.” Separately, the US has reportedly moved military cargo and aerial refueling planes to Israel and warned regional allies that a “short, intense military campaign” against Iran is possible after the Nov. 3 congressional midterms.
