Europe abandoned Iran diplomacy and now follows Washington

A Responsible Statecraft analysis argues that Europe has squandered its diplomatic leverage with Iran, moving from a 2016 engagement strategy to sanctions, condemnations and a hawkish line aligned with Washington. It says the failure to preserve the 2015 nuclear deal after the U.S. withdrawal in 2018 eroded Iranian trust and helped push Tehran toward Moscow.

The analysis recalls that the European Parliament adopted a report on relations with Iran on October 25, 2016, by 456 votes to 174 with 67 abstentions. It proposed political dialogue, trade, academic exchanges, human rights talks and regional security cooperation, offered European expertise to help Iran meet FATF criteria, and recognized Iran as an indispensable actor in Syria, Iraq and Yemen. The National Iranian American Council welcomed the report, and Trita Parsi, then its president, praised expanded relations while warning against renewed isolation and military threats.
